Follow the below instructions to activate Developer Mode in Odoo to access technical settings.
There are a couple of ways to do it.
Developer mode can be accessed via Settings -> General Settings, scroll all the way to the bottom, and click the link shown below
You will then see the "Technical" menu under Settings

1. Via the Settings screen (best for occasional access)

2. Using the Chrome browser plugin
This method is useful if you need to access the technical settings regularly
The easiest way to do this is download this extension for Chrome/Edge/Firefox:
Once installed you can click on the monkey in the browser to enable debug mode!
Alternatively, if you don't wish to install the extension you can also access the debug menus by adding ?debug=1 to the odoo URL as so:
You should now be able to access debug field options and the 'Technical' Menu under settings
If you're looking to edit Email Templates this can be found under the 'Technical' Menu
